Most of use use graphics programslike ms paint, photoshop and paintshop pro. You can make your images and then upload them to the internet to a free hosting site like 20m.com

if you mean the actual process of making themthen that's more a case of trial and error, with photoshop you can find quite a few tutorials online to help you get used to it.
