well, virtually every challengecan be construed as a bandwagon, but some lend themselves more readily than others. this one and the smoking one leap to mind, from the recent challenges. it's easy to slap a hood or a cigarette in any image and call it a compo entry.
the 'new uses for children' and 'if cats ruled the world' competitions, conversely, have no visual meme (cigarette, hood, etc) that make it painfully simple to create a legitimate challenge entry.
