They do that by gradually
separating their vertibrae. Adding more rings as they go...
The bones do not grow to fill the space though, they cannot remove the ringed collars (except under complete assistance), because they are at a high rish of snapping their spinal cord if they do (they can no longer support the weight of their heads due to the gaps inbetween the vertibrae).
