But as I say, this problem occurs after I've saved the file. When I try to open it again (either in PhotoEditor or other jpeg viewer), it's at 50% size. Can I default this to 100% size?

Photoshop will always open an image at a zoom level that fits on screen without using scroll bars.

SO you need either a bigger screen resolution or smaller images
