NERO will do it for you in the latest version #(6.whatever) www.ahead.de

and you can use it to burn. It can be a bit arsey with some formats though other wise you want to use something like TMPEG from www.tmpgenc.net/

the software for making a VCD (Roxio)... i just want to be able to make the MPEG smaller somehow.

# you cant really as VCD have standardised bit rates
as far as I know they cant be made any smaller try www.doom9.org/ they have a lot of guides on this sort of thing
