the building would be a useless james bond gadget, as he wouldn't really be able to take it with him, since he's a secret agent, and since M would complain about being propelled through the air in 100 tonnes of aerodynamically unstable HQ. Therefore, i'd say it fits the frames of reference perfectly

is more than just a knife, it's a knife stuffed with other things, which makes it a gadget. i'd say that one could stretch the term gadget to include a building similarly stuffed with gadgets, particularly if the are working in harmony to significantly alter the structure and functionality of the building.
The fact that it couldn't conceivably be used would make it a useless James Bond gadget, but i see what you mean
