We already have these on the Railway. Some local managers drive out to the country and park next to the line with a radar gun. If the train is speeding, the driver can expect to get a stiff talking-to when he gets back to the depot.

We also have a system known as Train Protection and Warning System (TPWS). This uses small electromagnetic grids in the track which put the brakes on if a train is going too fast.
