So is it a matter of moving layers about? I'm at a loss as to how to do it?

is to take a photo, move your camera an inch to the left, but make sure you keep the same height etc. as best you can, and take another picture. Load those pics into your computer and make a GIF out of them.
To turn a 2D picture into a "shimmering stereogram", split it into layers. Move the back layer left a tiny bit, the layer in front of that a teensy bit further and so on. Save that as frame 1. Then use Undo to put all the layers back, and move the back layer a teeny tiny bit right, and the layer above it a little bit further, and so on. Save that as frame 2.
