A little over enthusiastic with the smudge tool
if you don't mind me saying so. A little blending of layers would have been effective here. (try using the eraser at 10-20% opacity and experimenting with layer masks if you feel adventurous)

maybe if I had photoshop..
... but that was done in MS Paint, then the smudging was MS Office Photo "Editor" (as far as I know, there's only one degree of smudging and that's "smudge the buggery out of it!"
