some video codecs can add ditherage and sheeeeet when you`re playing back the movie so it looks a bit better
don`t know anything that`ll let you edit it and do that though
have a look at Adobe Premier and see if it`s any use for that sort of thing.. there`s Premier Elements, which is a cheap cut-down version
