favourite would seem to be Illustrator but having said that Photoshop can manage good results once you understand the bezier pen tool. I believe firewoks can do them and so can paint shop pro ( though I've never tried ).
One of the lesser known but best at it is Xara X1 and the industry accepted standard tool for it is Corel Draw.


Edit:/ oh and I early forgot to say that Julian Opie is a no talent hoodwinking twat.

is a free SVG program that I've just downloaded to see how it handles.

as I only ever made ( well started to make, could not be arsed finishing it as it took me more than a day to figure out how to use Illustrator without manuals or a tutorial ) one Vector picture and considering the time taken and the twats that mentione her beard I won't be doing it again.
