The image uploader does it automatically if you're psting a new thread, otherwise it's in the faq I think (can't remember off top of head)

# it's built right in to the 'Post a new message' link
from there you click on the 'switch to image mode' -- if your still image goes larger than acceptable limits, it is automagically thumbnailed
