That's a Vietnam era protest gaghand out flyers saying that you're going to set a dog on fire with napalm to demonstrate the effects of the substance and then when a bunch of outraged people show up you ask them why they care about a fucking dog and not the actual civilians that have already been killed or maimed with the substance.
