Do you get a response when you ping the server?

Have you tried using a different FTP client?

Tried ftping with IE, Firefox and Dreamweaver. It's complete bizarre. I can't think of anything that'd do it.

tried opening it with the command-line FTP client? that can give you some good clues as to where it's failing

get a command prompt and type FTP whatever.hostname.com, see if it at least prompts you for a username?
