series 3 is stories from the second half of series 2, and stories which would've been developed for series 3.
but the big announcement by NBC was that ER is getting canned (been a long time coming apparently) and that there will be a 3 hour special in series three

Alex Kingston left when she did cos there were rumours then about it being canned. presumably up until the strike it wasn't costing them too much to keep it running, despite the falling viewers.
now everything costs more so the chaff (in the studios' eyes) is being separated so to speak
