it's quite suprising how flexible silicone is
but looking at it, you're probably going to have to make a 2 part mould which if you haven't done it before isn't as tricky as it seems, although as your original is in plasticine you may run into a few problems. loads of 'how to's' on google.
given the number of undercuts silicone is really the best way forward unless you really want to be making multi part plaster moulds.
edit/ thinking about it plastacine may actually work to your advantage, any seams left on your finished plaster/resin cast can easily be filled or sanded off and then painted or leafed.
