Anyone know why my CS3 might have the hand icon permanently no matter what tool i select? I can't do anything!

This occasionally happens to me if I twist the eraser bit on the end, or possibly shift or one of your keyboard keys is stuck down. Other than that I haven't a fecking clue.

First, simply restart Photoshop. A few sources claimed it was a memory problem, although in my case i had plenty of memory. If that doesn’t work, try clearing the menus and settings in your windows menu (this is Photoshop CS3 i’m working in). That seemed to work for me. Perhaps a corrupted preferences file is the problem - especially if rebooting photoshop and your computer isn’t helping.
My Photoshop suddenly return to normal a few minutes AFTER I cleared my perferences. Strange, but maybe this could help somone else out there.
