Not as a means to proper digital rendering but it's a quick way of creating a 'flats' layer wich is the first process in any digital cell shading work. ( Well it is if you do it the industry way ).
I use it quite a lot after I have finished inking ( which I always do in illustrator ) The flats layer is used for quick area selections when painting and is discarded for the final image.
