If you have 2 different firewalls on each PC thenI suggest you go into dos and ping a website on the offending pc. If you connect then you have a firewall problem.
Windows XP security update around 8th July caused problems if Zone Alarm was on your machine. It meant you couldn't connect to the interwebs.
Edit: If this is your problem go into Zone Alarm and set your internet security to Medium instead of High.
