No you can't create stuff in it, its about direction, setting up sets, scripting and all that side of film making. the 3d assets are like your paints for you to make a picture with. I'm not explaining this very well :D

but surelyit still amounts to scene setting with models already available, assigning scripts for behaviour cycles to the models and setting a camera with pan, paths and tracking? 'cept easier :)
