why is everyone concentrating on the black half and referring to him as if he were 100% black?

in the US. *Any* visible African heritage == black, which practically can mean anything down to one black grandparent or even great-grandparent, particularly if there are any other coloured ancestors in the mix.
It's a social construct, not one that makes sense.
