we swear by the gimp, mainly because it's free.

we have photoshop and imageready too now, but don't know how to drive them.
in gimp it's filters - animation - optimise and to reduce the colours which also helps it's image - mode - indexed - and in the box pick random numbers until you have the right balance between looking nice and not having lots of size increasing colours.
