I do understand the jokeit's the "wanted" part of the sign as in 'American's most Wanted Criminals' so you read the sign as Part Time Staff *wanted* i.e. one of the Part-Time Staff is a wanted criminal - yeah I know it doesn't win any awards for comedy but I think the effort should be applauded spanged.
