Graffiti is fine,
'tagging' isn't.
Basically the TOAP of the graffiti world is what lets it down.

Perhaps there should be a law on tagging, stipulating only those
who have a calligraphic background are allowed to do so freely.

Yes.
I do not believe that graffiti is not art, despite clearly stating that. What I believe is that its criminal damage status far exceeds its artistic value and that even the best Banksy is no better than the worst tag if it is placed without consent.
