Funnily enough, there is a real (very small) risk from flying due to increased exposure to cosmic radiation.
But that's not as exciting as talking about governments killing us all.

I was vaguely interested in that conspiracy.
I had a quick look and it seems most of the radiation is caused by alpha-emitters. A sheet of paper would be a fairly effective radiation shield against alpha particles.
