If you filter on a bike or motorcycle you are making use of road that isn't available to other vehicles and saving space on bits of the road that are!
Yes the bike jumps the queue, but a motorcycle will be so quick off the line at the lights that they aren't going to hold anyone up who is queueing.
Filtering is certainly legal, and if I recall correctly, it is expected in the bike test that you do so where appropriate; the DVLA certainly don't seem to think that he should have stayed in the queue.
