Like humans, monkeys are pretty content fucking anything they can get their hands on. Also, how the fuck have they come to conclusion that the dog was giving consent? I highly doubt it was thinking "Oh hey, this tiny ugly person is trying to fuck me!". So I'm not so sure it can be called consensual or otherwise in that particular context.
