I don't understand the logic behind this at all...
Do these news sites think they're going to get increased web traffic when they start charging google to link to them?
They tried it in Spain already, Google simply decided to not do that kind of business there any more, and all those Spanish news sites suffered a significant reduction in traffic, causing some of them to go out of business.
