Yes, it's made in Quest, basically a database - rooms, objects with attributes etc, there are default common fields that you can fill in, and to do more advance things you can use the code view and scripts. There is an online browser version (which I use) and an offline editor (windows only). The tutorials and forum are super useful:

be warned even the simplest game takes a lot of coding if you want the play to have any freedom of action, and beta testing is essential, trying to guess what people might try and do - or they way they might express it is very hard
