This is a normal post Given that recreational weed use is now legal to use in about a dozen states I don't think it would be hard at all in the USA to conduct such trials.
We've been cultivating opium poppies in the the UK for medical purposes for over a decade. I think the various exemptions and licenses wouldn't be hard to come by. There certainly seems to be little will to pick it up and run with it though, and I don't think this is because of politics. Politics didn't hold back opiates in the USA. I think cannabis' curative properties are probably being massively overstated by stoners, and people in cases like this with anecdotal evidence.
