This was commissioned for the International Year of the Disabled
- you know, with Joey Deacon and all.
[So I heard, anyway]
Strangely, they didn't use it.

No, it was a protest against the "International Year of the Disabled". Dury thought that it was patronizing - like, suggesting they get fair treatment that year, instead of all the time.
BBC just decided it was offensive, so banned it.
