the kind of conspiracy theorist who believe this nonsense will believe it whether twitter blocks it or not. Can't see "we just happened to find an abandoned harddrive that had an email that said hunter biden wanted to set up a meeting with an energy company exec and his dad" having some big impact on the election. Your average punter probably doesn't even understand what the accusation is. but good on twitter and facebook for making minor efforts to stem the tide of bullshit, it's a start I suppose

with that, you could see what the accusation was, that she wasn't to be trusted with sensitive data
with biden it's a lot more indirect, it's basically, hunter biden was up to something wrong, even though we have no proof of that, and biden put pressure on the ukraine to get get rid of a prosecutor that might have found something if his kid was doing something wrong. Even though when this pressure took place the prosecutor in question had done fuck all on the investigation for four years. And Biden had official reasons to be there, so it wasn't like it was some secret plan.
I just can't see this getting nearly the same traction, it's all too convoluted. Sure it'll get his nutty base talking, but it'd just be something else if wasn't this. Dementia or secret communist plans or qanon
