if statements require clarification
which requires actual (real life experience) rather than artificial (basic logic) intelligence to implement in an 'intelligent' humanistic way.
think skynet/terminators etc

Certainly, some operations would need human input.
Hopefully a reasonable, humanistic, thoughtful human being; who isn't influenced by politics, business interests, etc
The trolley problem opens up a lot of further problems,
that are resolved differently according to outlook.
