I guess it's because TVP is a Polish Public Service Broadcaster.
Not just for clips, some of which come straight from Telegram and certainly wouldn't be allowed on YT.

Ah, that explains it
I thought it was some bloke going to an awful lot of trouble for his YouTube channel, but polish public telly is not a huge step up from that
