Hardly. Pushers have been a thing at British rail/tube stations for as long as there have been British rail/tube stations
The incidence rate might be significantly lower than it is in the US, but that's probably due largely in part to the astronomical number of individuals using American Subways compared to British Underground systems, and the complete lack of affordable mental health services in the states.
No doubt the tabloids will make a dubious connection between the two incidents and begin a sensationalised hunpanic about the 'Albanian Illegal Immigrant Pusher Epidemic' spreading across our public transport networks, though.
