Sex, to desire or be desired, is one of the fundamental motivational impulses of human behaviour. Rather than being automatically wrong and offensive and objectifying to reference, it’s those that can articulate and acknowledge it directly that are generally the ones that have relationships.
Toyah has great tits, as a self-evident observation, and goes to a fair bit of artifice in order to flash them on a weekly basis. I reckon she’d be far more likely to appreciate an honest compliment than feel offended by it

As to female boarders, I don't think it was the puerile nature that scared a lot of them off, it's always been that way, and is much milder now because there's less people. My recollection was it was more the creepy whiteknighters who treated any woman they identified as some unicorn princess to be fawned over, instead of just a normal boarder wanting to join in. Everything they posted got gushing compliments and needy attempts at personal intimacy. Probably got a bit much for many of them.
