True story: Saw some black dude doing said baggy trouser worn under crotch thing with small girly child in tow he quite evidently didn't wanna be in charge of, he was dragging her about by her arm to the bustop and being very vocally sweary in a most inappropriate way, said child says, 'But DAD!!' and in an attempt to be listened to yanks his trousers to the floor just as the bus arrived, much hilarity, nice boxers mate!
