I think this is a great idea.
Give some sort of power and control over women who might otherwise become victims. Turn the tables.
Even if the rapist did decide to beat the shit out of the woman who had worn it they would firstly be in a damned lot of pain, secondly have to go to hospital to get it removed thus showing their guilt, thirdly be humiliated, and fourthly realise that women were retaliating.
If I were in a situation where I was raped but had one of these on and was beaten after, I'd have the satisfaction of knowing I buggered him up and stuck it to him.
Thus, good idea.

No It's Not
As the saying goes, "Let's not turn this rape into a murder...."
Now if the condom was fitted with some sort of internal hypodermic that delivered enough poison to paralyse, or preferably,kill, the rapist, then it would get my support. As is, all you're going to get is a pissed-off rapist with a sore cock who will most likely beat the poor victim to death.
Notes on male anatomy: A severe injury to the actual phallus may hurt like fuck but it's extremely unlikely to incapacitate the average male. But, a severe injury to the bollocks, and most men drop like a sack of shit. Contrary to popular belief, the actual phallus isn't very sensitive. It can take a lot of abuse.

If you think there are no women who would do that, you don't know women. They're capable of cruelty beyond anything a man could dream of.
