No, it's only a success for the DEA who perpetuate the system.
They make megabucks incarcerating people for crimes that the DEA knows will never stop. People are getting busted and killed in gang wars over substances that if regulated would not cause anybody harm. The masterminds of huge drug operations are usually double agents working for the DEA. Every few years they cash in by turning in some clueless kingpin and having all their premises raided and a few handfuls of their employees imprisoned. The flow of drugs slows to a trickle but it gradually builds back up so they can do it again.
