Disney needs to market them separately.
I love their Lorenzo short film, but I'm not going to buy a copy of Raising Helen just to see that extra on its own. The early Pixar collection demonstrated there's clearly a market for those animated shorts, but there's no indication of any movement on that front for the rest of their extensive animated short feature catalog.
