Judge Minty (who IIRC was Dredd's mentor).
Read a nice interview with the guys from the new Dredd film and one of them mentioned this fan film, saying how their way of dealing with the costume (like the comics, but impractical in 'real life') was another equally valid way of doing it.
Also, Dredd is played by Greg Staples, who has painted Dredd in the past.
