Yes, but...... puberty appears to be more governed by body weight than age. One of the reasons that young girls are going through puberty earlier is that they are growing to "adult size" faster.
In the mid-19th Century, on average adult women were about the size of an average 12-year-old now. Queen Victoria was 4'11" tall, and wasn't considered to be a small woman.
