That's exactly what has happened since. People come flying down that road still even now. The limit has made no difference apart from making people take even more risks overtaking.
The cost of reducing it was huge too - as it was a causeway, apparently they had to move the street lights closer together to make it a 'semi-built-up area' and thus warrant the change of speed limit.
Like I said, no-one takes any notice - it IS a fast road, and not one that I enjoy crossing over on foot at any time of day.
