I think it makes more sense if you rearrange it a bit.
A developed country that cannot organise a public transport system that people would use by choice is more of a failure.

Failure to create usable public transport is not only a failure, but an embarrassment.
I'm too young to know what the buses were like before they were all sold off (coincidentally by Thatcher) - worse or better?
