I think that quote was a senatorat a conference about how to get more American college students to take up a foreign language. The beauty of it being, he was surrounded by language and linguistics professors.

I got that from a Bill Bryson book,but after doing a bit of research, the quote has been attributed to so many people over the last two hundred years, it's probably an urban legend.
