Thames Water
Perhaps Thames Water are cheaper because they are still riding high on the wave of cash/publicity that Coca-Cola gave them.
Remember the flood of Dasani news stories back in 2004? Launching a drink in the UK as "Bottled spunk" was their first mistake, revealing that it was filtered tap water was the second error but filling it with carciogenic minerals was the final drop in the ocean.
P.S. See how I've managed to seamlessly crowbar in a few water-based turns of phrase there? Impressed? I was!
