Ermm....VAT isn't charged on food products as they aren't "luxury goods". VAT is only charged on the list of good defined as "luxuries" - which includes just about everything that isn't food and all services.
Thus the argument about charging VAT on fuel services such as electricity, gas and water over the last few years.
