I'd try for fee remission
as I suspect it's only free courses for students who don't currently hold a full level 2 (basically 5 GCSE C or above including English and Maths, a full NVQ2 etc), most L3 courses incur some costs.
I'm having to charge £95 for each part time GCSE for students this year.
