I'm very sorry to say, but I blame your parents
If they had given him some discipline - to the effect that lying and stealing are WRONG - then he might have mended his ways. But if someone's been living for all their life, learning that it doesn't matter if you behave like crap to other people because there will be no consequences, then they have no incentive to change.
One day, karma will catch up with him. But you might have a long wait - as long as your parents cover up for him.
