On reflection, he may have mistaken 'hacking' for 'abusing a position of trust in order to break both the Data Protection and the Computer Misuse Act'. I am genuinely baffled as to why anyone would boast about this.
Have you considered telephoning his immediate superior and attempting to get him dismissed?
